The third annual board meeting was held at Rich Duval’s house at 7:00pm on April 25, 2017

Minutes of April 26, 2017 Board Meeting (Includes updates on Open Action Items from March 14 board meeting):
Asher to notify the community, on the website, about the following items:
Next All Hands Meeting: Tuesday May 23 at the Eastern District Police Station and provide directions.
Request homeowners let us know who is interested in having their home power washed.
Request homeowners let us know who is interested in having their driveway sealed.
Reminder to be courteous of your neighbors and not let your dog(s) bark, especially after hours of 10:00pm to 9:00am.
Let everyone know that as of January 2017, plastic bags cannot be used when bagging leaves, sticks, grass, etc. Must use paper bags that can be purchased at BJ’s, Costco, Lowes, Home Depot, etc.
Topics for the May 23 all hands community meeting:

Cobblestone 2016 Taxes: COMPLETED by Dan
ACTION: Dan will send tax information to Rich.
Swale #2 (located in south cul-de-sac):
Action 1: Board members to install black mulch in swale on Saturday April 29.
Gary checked with Jenny Bollinger to see where she wants the mulch.
She would like to have mulch over the whole area, from the stone inward, but realizes that could be a lot of mulch. She will see us on Saturday.
Action 2: Rich to see if there is an edging/border that can be installed to keep the stone within a 2 to 3 ft. zone from the sidewalk.
Lawn Maintenance Contract: Selected Atlantic Maintenance Group (AMG).
The first AMG mowing was done last Wednesday, April 19.
The Turf Program, lawn fertilization, will be done next week, the week of May 1.
The mulching will be done the week of May 8, date to be provided.
For the trees to be replaced in the park, they plan to install the 6 crape myrtles next week, the week of May 1, date to be provided.
I think we can decide on which Zelcovia trees along the street need to be replaced. Many of them have filled in, but there are a few dead ones and a few that are borderline.
ACTION: Gary and Chris to walk around on April 26 and decide on the Zelcovia trees to replace.
Note that the new trees will be smaller than the average existing tree.
Fill in the two sink holes in the Park:
We are going to meet at Rich’s house this Saturday morning at 8:00am to do the following:
Using Rich’s pickup truck (Big Red) and Dan’s trailer:
Fill in the two large holes in the park using a base of stone followed by topsoil.
Put down black mulch in Swale #2, the one that Jenny Bollinger has been working on.
Street Trees:
It was discussed, that the street trees may be the responsibility of the homeowners.
Therefore, if someone challenges why the community is paying to replace the trees along the street, our position is that we are replacing the trees for the beautification of the community, as responsible homeowners my not pay to replace them or cut them down.
Debit Card/Credit Card: Dan has one that can be used to purchase ad hoc items, receipts to be given to Dan.
Homeowner 2017 Dues: All homeowners have paid, except for Larry Jones at 8237 Champion Ct.
ACTION: Rich will contact the Lawyer who sent Larry a letter last year, to send a new certified letter.
Power Washing Special Group Pricing.
ACTION: What pricing did Asher get from Anthony Holland and did he check with the following:
Maryland Pro Wash (Tony Gibson) recommended by Jim Miller, who charged $150 per house a few years ago?
Mr. Clean Power Washing, recommended by Rosemarie Copper at 8206 Champion Ct.

Several of the 2 lights illuminating the front sign, are not working.
ACTION: Rich fixed the GFI outlet and will investigate why the one 12 V LED light is dim and will replace the Day/Night switch which appears not to be working because the lights are on 24 X 7.

Action: Asher will log in all submissions, and ensure all board members review and provide additional questions or approve in a timely manner.
Driveway Sealing group pricing:
After we get numbers of homeowners who are interested in getting their driveway sealed, Gary will get quotes from the following:
“All County Paving”, located in Hanover.
Diggers Paving, located in Pasadena.
If anyone has other paving companies, please let me know.

Update: Dan is going to prepare the Cobblestone Taxes for 2016 himself.

Guidelines for Solar Panels on roofs:
Action 1: Discussion on Solar panels
Status: OPEN
Swale #3 (located along south side of Lake Waterford Rd.):
Action 1: Need to remove fallen tree.
Update: Tree was removed by County.
Status: CLOSED
Swale #2 (located in south cul-de-sac):
Action 1: Board members and/or volunteers to add additional stone to boarder and to mulch from stone to 5 or 10 ft. inside.
Action 2: Rich/Chris to see if there is an edging/border that can be installed to keep the stone within a 2 to 3 ft. zone from the sidewalk.

The Lawn Maintenance Contract was decided to be Atlantic Maintenance Group, who also does Farmington Village.
Chris wanted to know if they also do residential yard work.
Action: Gary to check with Project Manager.

Dan said that he has a debit card for Cobblestone.

Dan has approached him several times to no avail.
Action: Mail Larry a certified letter using lawyer used by the board, in 2016.

Get a “special” group price for power washing outside of homes.
Action: Asher will check with Anthony Holland and we received a recommendation from a homeowner who used another company.
Status: OPEN
Several of the 3 lights illuminating the front sign, are not working.
Action: Rich to investigate if it is from light bulbs, light fixtures, light sensors or all of the above.
Status: IN PROCESS – Rich has done an initial investigation and will check with an electrician he knows to investigate.

Dogs Barking:
There are several complaints regarding noisy barking dogs in the neighborhood.
Action: In light of the fact that there is a noise ordinance, investigate if there is an action that can be taken by the board, i.e., sending a letter to the homeowner, etc.

Driveway Sealing group pricing:
Two years ago, the community got special pricing from “All County Paving”, located in Hanover.
Action: Gary will investigate if we can get any special price for sealing blacktop driveways.
Status: Will need to survey the community to see how many are interested. Price will depend on how many they can do during the same visit.
Action: Asher to post an inquiry on the Cobblestone Website as to interest in driveway sealing.
Swale Maintenance:
Will the county maintain all Swales and are there any county requirements for what plants can be installed in a Swale.
Action: Rich will check with County.
Update: County rep. told Rich that we can install any plants/shrubs we want and mulch as much of the area we want. The only restriction is that no trees can be planted in the Swale.
